Improvements related to 20230316_13311434 build release

New

New: Admin: Permissions: Roles will be imported for existing accounts assuming the person importing them has access to assign roles - if they don't roles will not be touched. Roles cannot be assigned to new users for security reasons.
New: Admin: Permissions: Roles are exported as ID and text version (human readable).
